A second transport beside Web Push: PushSubscription/set create accepts a
vendor fcmToken, the dispatcher fans out per transport, and delivery goes
through FCM HTTP v1 with an OAuth token minted from the service account
the admin pasted - no new dependency, openssl and the http-client do it.
The admin page takes the service-account JSON (encrypted at rest) and the
instance's google-services.json, refuses mismatched pairs, and the session
advertises fcm plus the public client config a stock Play Store build
needs to initialise Firebase at runtime against this very instance.

Committed by the supervisor: the implementing session hit its usage limit
after writing code and tests but before running them; results recorded in
the merge that follows.
