Only use the bundled emoji font where the browser can draw it

The emoji picker was almost empty on an iPhone and in Safari: two of nine
category tabs, a handful of emoji scattered through a blank grid. The
compose body names the same family, so emoji typed there were at risk of
the same (#39).

Noto Color Emoji is vendored as COLRv1, which WebKit does not draw. Safari
loaded the font, found the code point in it and painted nothing, and a
browser does not fall through to the next family for a glyph it believes
it has.

The faces are now declared inside `@supports font-tech(color-COLRv1)`.
Where that is false the two families do not exist, and the lists that name
them fall through to the system's emoji.

## Unreleased
**The emoji picker is no longer almost empty on an iPhone or in Safari.** Nearly every cell of the
grid was blank, with a handful of emoji scattered through it, and an emoji typed into a message
from the iOS keyboard could not be seen in the message. plMail ships its own emoji font so the
picker looks the same everywhere, in a format Safari does not draw; the browser found each emoji
in the font and painted nothing. The font is now only used where the browser can draw it. On an
iPhone, iPad and in Safari on a Mac the picker and the message show Apple's own emoji instead.

**A new account shows its newest mail first, and no longer holds up everybody else's.** Adding an
account used to bring its whole history in through the sync itself: every IMAP folder from its
oldest message to its newest, or every Gmail message or Microsoft folder listed before one message

COLRv1 throughout — vector, so it scales and tints like a font rather than
blurring like the CBDT bitmap builds.
And COLRv1 is why every face below sits inside @supports. WebKit does not
draw that format: Safari, and every browser on an iPhone, loaded the font,
found the code point in it, and painted nothing. The picker was a grid of
blank cells with a handful of survivors, and an emoji typed into a message
from the iOS keyboard was invisible in the body it had just been typed into
(#39). A font that claims a character and cannot draw it is worse than no
font, because the browser does not fall through to the next family for a
glyph it believes it has.
`font-tech(color-COLRv1)` asks the browser exactly that question, so the
faces are only declared where they can be drawn. Everywhere else the two
families do not exist, and the lists that name them fall through to the
system's own emoji — Apple Color Emoji on iOS, which is the set an iPhone
keyboard shows anyway. A browser too old to know `font-tech()` at all gets
the system set as well, which is what it had before this font was vendored.

made it look like letter-spacing rather than a font.

What it puts at risk is the keycap emoji themselves, 0️⃣ through 9️⃣ and #️⃣ *️⃣,
whose base this face no longer claims. In practice a browser keeps that
cluster together and hands the whole of it to the reader's own emoji font,
which is why one still measures a single 20px glyph in the composer on a
machine that has one — but "whatever the system has" is exactly the outcome
vendoring this font exists to avoid, and a machine with no emoji font at all
would draw a bare digit. So the twelve are kept whole where they are on
display whatever the reader typed: the picker's grid, which names a
keycap-only family ahead of this one, below.
