Michael Peter Christen b1fd3b3185 Fix Jetty 12 active request accounting 
Track each HTTP request independently and always release its entry on
completion, failure, or async termination. Enforce the request limit
atomically, remove obsolete connection-close accounting, repair stale
cleanup, and persist the configured maximum correctly.

Update UI terminology, help, localization, and focused regression tests.

Michael Peter Christen b1380c4a9f cleaned up user authentication 
this removes the userDB-exception in the normal
authentication process which affected mostly wiki
and blog which are not required any more. We also
cleaned up translation messages as this function was
not used at all. This is a required step forward
a renovation of the jetty server.

Michael Peter Christen 57d188e69a Major fix for localization: finalizing German, French, Spanish, Italian,

Leo TreasureandClaude Sonnet 4.6 11425263d4 Improve cross-peer result ranking and add persistent language preference 
- Normalize Solr scores per peer batch before inserting into the shared
  priority queue so results from different peers compete on a [0,1] scale
  rather than on their raw absolute scores, which vary widely across indexes
- Add a Language dropdown to the search form with 11 common languages
- Persist the selected language in a yacy-language cookie (1 year) so users
  no longer need to manually append /language/en to every query
- Fall back to cookie preference when no explicit lr param is submitted;
  selecting "any" clears the cookie and removes the filter

- DNS errors (NXDOMAIN, SERVFAIL, UnknownHostException) now treated as permanent failures
- Updated default permanentStatus from '404,410' to '404,410,-1'
- Added documentation explaining -1 status code represents DNS/network failures
- Updated UI description in IndexFederated_p.html to reflect DNS error handling
- Affects both transferURL and transferRWI DHT operations

pr0vieh fa61beff35 Add configurable DHT error URL blocking with retry window and web UI 
- Implement proactive DHT error URL rejection for both URL and RWI transfers
- Add configurable opt-out via indexReceiveBlockErrors setting (default: true)
- Introduce retry window for temporary errors (default: 30 days)
- Permanent errors (404, 410) always blocked, configurable via permanentStatus
- Add web UI controls in IndexFederated_p.html under Peer-to-Peer section
- Bidirectional feedback: receivers reject and report error URLs to senders
- Detailed logging shows blocked vs error-blocked counts separately
- Uses load_date_dt field to calculate error age for retry decisions
